As reported by the press secretary of the head of state, Berik Uali, on his Facebook page, a reprimand has been issued to the akim of the Karaganda region for inadequate control over the preparation for the heating season.
Recall that at the beginning of October, it was announced that the heating season had started in the city of Saran in the Karaganda region. The akim of the city, Erkin Baulykov, stated that all boilers were ignited, the central heat source was launched, and the system was being warmed up. Despite this, heat had not reached the homes of Saran residents.
It later became clear that due to interruptions at the new CHPP, a decision was made to revert to the old heating method for the city – local boilers. The akim of Saran apologized to the residents for the inconveniences caused and promised a prompt restoration of the heating supply.
Prime Minister Olzhas Bektenov stated that the responsibility for the residents of Saran being without heating primarily lies with the head of the city, and he tasked them with completing all work as soon as possible.
Later, Energy Minister Almasadam Satkaliyev reported that the commission identified violations of technological standards during the commissioning of the boiler.
"Work related to reconnecting houses to this boiler (where the accident occurred – editor's note) was carried out without coordination with the ministry and without conducting start-up operations. As a result, measures were taken, including disciplinary actions, against the city leadership following the review of this situation,” Satkaliyev reported.
On October 21, reconnection of houses to the backup heating system was completed in Saran. All heat sources were provided with fuel and personnel.
A few days ago, it became known that Erkin Baulykov was removed from his position as akim of Saran for allowing the heating season to be disrupted.
In addition, Baulykov and the head of the Energy and Housing and Utilities Department of the Karaganda region, Tlektes Dosaev, received a severe reprimand.
