The President received a report on the measures being taken by the Agency to combat corruption in the country. Kassym-Jomart Tokayev was informed about the plans and key tasks of the Anti-Corruption Service for the current year, including the implementation of the principle of "Law and Order."
As reported by Askhat Zhumagali, in the past year, 1,641 corruption crimes were registered, 68 cases of systemic corruption were identified, and the criminal activities of 2 organized crime groups were uncovered, resulting in convictions for 2 groups. A total of 1,493 individuals were implicated in corruption, including 229 leaders of various levels. Some 914 individuals were convicted.
As part of its activities, since 2022, the Agency has ensured the return of property assets and financial resources to the state amounting to 1.12 trillion tenge, including 486.5 billion last year.
The head of state was informed that through monitoring of public procurement and targeted expenditure of funds, the Agency prevented irrational use amounting to 87.7 billion tenge. Work has continued on overseeing the construction of important infrastructure and social projects. The Agency is monitoring 182 facilities, 81 of which have been completed.
The head of the Anti-Corruption Service reported to the president on the implementation of specific assignments. In the fight against corruption in the road sector, an analysis was conducted, and a number of recommendations were submitted to the authorized bodies. Concurrently, specially created working groups continue to monitor the construction and repair of roads in the regions. Out of the 258 projects being monitored, 119 segments with a total length of 1,800 km have been commissioned, and 95% of identified defects have been eliminated.
A pilot project for "money coloring" on the "Digital Tenge" platform is being implemented. This tool is applied in specific areas of agriculture and road construction, after which it is planned to scale it up with digital coverage of all stages of budget fund movement.
An external analysis of corruption risks in the fields of medicine, sports, and social support has also been completed.
Kassym-Jomart Tokayev was presented with information that, as a result of the analysis in the healthcare sector, the markups on medications have been reduced, which will have a positive effect on addressing social issues and the needs of citizens. A project has been launched nationwide to provide free medications to patients via QR code, reducing the risks of issuing fake prescriptions and theft of medicines, while also saving budgetary funds.
The president was informed about the results of international cooperation, including the signing of memorandums with anti-corruption agencies in Azerbaijan, Russia, Hong Kong, Jordan, and Qatar.
Work continues on implementing the recommendations of the OECD and GRECO, within which 2 draft laws have been submitted to the Mazhilis to implement best international practices.
At the end of the meeting, the head of state issued a number of directives for further combating corruption in the country.
Earlier, Askhat Zhumagali reported to the president on the fight against corruption in September of last year. At that time, it was reported that since 2022, the return of property assets and financial resources to the state and quasi-state sector entities amounted to 1 trillion 90 billion tenge. The Infrastructure Support Fund for Education received 153.3 billion tenge.
In 2024, according to Zhumagali's statements made last summer, irrational use of budgetary funds amounting to over 31 billion tenge was prevented.
It is worth noting that in February of this year, President Kassym-Jomart Tokayev, while discussing corruption in the construction sector, proposed "coloring" money.
"This is extremely important, as the outflow of funds reduces the quality of construction and leads to additional expenses from the budget. For controlling budget expenditures, the ability to mark and track, or so-called 'coloring' money using digital tenge, can be key," the head of state stated at that time.
