The key topic of the meeting with the deputies of the Jogorku Kenesh was the strengthening of inter-parliamentary cooperation. The Chairman of the Mazhilis emphasized that the main task of the parliaments of Kazakhstan and Kyrgyzstan is to legally support the agreements made by the leaders of the two countries.
"Brotherly Kyrgyzstan has always been and remains a reliable strategic partner of our country. The high dynamics and substance of high-level meetings in recent years vividly demonstrate the allied nature of our cooperation. The official visit of President Sadyr Japarov to Kazakhstan this year was of historic significance. An intergovernmental agreement was signed to deepen and expand allied relations, along with a number of important sectoral agreements," noted Erlan Koshanov.
The Speaker of the Mazhilis informed his Kyrgyz colleagues about the political transformations in Kazakhstan initiated by President Kassym-Jomart Tokayev. He also provided updates on the current legislative activities of the multi-party Mazhilis of the VIII convocation, focusing in detail on significant laws for Kazakh society, such as "National Fund – for Children," laws on the protection of women and children from violence, combating gambling addiction, and counteracting drug production.
The Chairman of the Mazhilis highlighted that a regular and constructive dialogue has been established between the deputies of the two countries, enabling them to promptly address the most pressing issues.
Erlan Koshanov expressed his intention to further strengthen cooperation within parliamentary organizations such as the Inter-Parliamentary Assembly of the CIS, the Parliamentary Assembly of the OSCE, the Parliamentary Assembly of the CSTO, TurkPA, as well as in the format of meetings of the speakers of parliaments "Central Asia – Republic of Korea." He noted that the constant mutual support of international initiatives is a distinctive feature of the inter-parliamentary cooperation between Kazakhstan and Kyrgyzstan.
At the conclusion of the meeting, the Speaker of the Mazhilis awarded the Chairman of the Jogorku Kenesh, Nurlanbek Shakiyev, with the "Dostyk" Order for his significant contribution to the strengthening and development of bilateral relations between the Republic of Kazakhstan and the Kyrgyz Republic. The activities of the Deputy Chairman of the Jogorku Kenesh, Nurbek Sydygaliev, were also recognized with an honorary certificate.
During the second meeting of the Inter-Parliamentary Council for Cooperation, the deputies discussed collaboration in economic, investment, water-energy, transportation, educational, and cultural-humanitarian spheres.
"An important direction of bilateral cooperation is water security. Effective partnership in this area is based on the rational and fair use of water resources, taking into account the interests of the parties and fulfilling mutual obligations. This year, thanks to joint efforts, the irrigation season passed without losses. Taking this opportunity, I would like to thank the Kyrgyz side for ensuring the water supply through the Shu and Talas rivers during the growing season," said Erlan Koshanov.
The deputies also discussed the development of cooperation in the energy sector. The Speaker of the Mazhilis emphasized that a significant milestone was the signing of a tripartite agreement between Kazakhstan, Kyrgyzstan, and Uzbekistan for the construction of the Kambaratinskaya Hydroelectric Power Station this summer.
Speaking about cooperation in the cultural and humanitarian sphere, the leaders of the parliaments noted that, by the mandate of the heads of state, joint projects in the fields of culture, mass media, and tourism are being successfully implemented. Active youth and student exchanges are taking place. Today, branches of two Kazakh universities operate in Kyrgyzstan.
The second meeting of the inter-parliamentary council concluded with the signing of the regulation on the inter-parliamentary council for cooperation between the Jogorku Kenesh of the Kyrgyz Republic and the Parliament of the Republic of Kazakhstan.
Additionally, during the visit, the Chairman of the Mazhilis and the deputies laid a wreath at the Memorial to the victims of the tragic events of 1916, visited the grave, and the House-Museum of the great Kyrgyz writer Chingiz Aitmatov.
On the second day of the official visit, a meeting between Erlan Koshanov and the President of the Kyrgyz Republic, Sadyr Japarov, is scheduled.
