The Amur region is currently experiencing a true boom in construction: recent years have been referred to as the "decade of large-scale projects" in the area.
“We are implementing several major projects by global standards — gas chemical and gas processing plants are under construction, as well as the Vostochny Cosmodrome — this year, a heavy-class Angara rocket was launched from there,” says Vasily Orlov, Governor of Amur Region. “Numerous transport construction projects are underway: a cable car to China, a new international airport in Blagoveshchensk, and overpasses. This year, we celebrated the 50th anniversary of the BAM railway, and there is a decision from the President of Russia regarding the construction of BAM-2 and BAM-3, which will be crucial projects for the country. Agriculture is also developing — livestock complexes and farms are being built. There is a rise in residential construction as well.”
In just the first six months of 2024, over 200,000 square meters of housing were commissioned in the Priamurye region. This is nearly 6.5% higher than planned. For the sixth consecutive year, the region has exceeded its housing commissioning targets and maintains leading positions in construction pace. Currently, 124 apartment buildings are under construction in the region. Modern high-rise buildings are emerging both in the regional center and in other cities. Alongside residential complexes, essential infrastructure is being developed — kindergartens, schools, and clinics for residents of new neighborhoods.
“This sector is one of the priorities in Amur Region. The volume of work and services in construction in 2023 amounted to over 355 billion rubles. We annually exceed the indicators of the national project for housing construction. In 2023, 500,000 square meters were commissioned in Amur Region — a record for the last 30 years. In 2024, we plan to commission over 500,000 square meters, and by 2026, one and a half million. This will help us fulfill President Vladimir Putin's directive to provide citizens with housing of no less than 33 square meters per person by 2030. Currently, this indicator in the region is 28.5 square meters,” noted Vasily Orlov.

BLAGOVESHCHENSK IS EXPECTING SIGNIFICANT CHANGES
The Amur capital is gradually transforming, and by 2030, it is expected to undergo radical changes as part of the city's master plan implementation. The main distinguishing feature of Blagoveshchensk compared to other cities in the Far East is its proximity to the Chinese city of Heihe. It is the only place in Russia where two cities from different countries are separated only by a river: the distance between them is just 800 meters. This geographical advantage was taken into account and utilized in the master plan. The regional center will develop in a way that maximizes comfort for both local residents and tourists.
The plan includes the construction of new housing, modernization of utilities, and improvement of public spaces. When new residential quarters are built, areas for recreation will be immediately planned: parks, squares, and boulevards. By 2032, the construction of the Northern residential area with landscaping and commercial infrastructure will be completed. In total, the plan is to build about 760,000 square meters of housing in the capital of Priamurye, of which 1,000 apartments will be available for rent.

At the Eastern Economic Forum in September 2024, agreements were signed with the largest construction companies in Russia. Governor Vasily Orlov and General Director of FSK Region Alexey Almazov agreed on the implementation of new investment projects, including the development of the "Azure Coast" and "Silver Mile" areas in Blagoveshchensk. By 2037, FSK plans to build 300,000 square meters of housing in the city. The volume of capital investments will amount to about 40 billion rubles. In addition to residential buildings, the developer will be involved in the construction of social facilities, modern public spaces, and hotel complexes.
Another major partner in housing construction in the region has become the "Samolyot" group. A trilateral cooperation agreement was signed at the Eastern Economic Forum by Governor Vasily Orlov, General Director of the Far East and Arctic Development Corporation Nikolai Zapryagaev, and Managing Partner of the "Samolyot" group Alexander Prygunov. The developer plans to build residential complexes in the Amur capital with an area of at least 200,000 square meters, including in the "Green River" area at the intersection of Chaikovsky, Pushkin, Chekhov, and Rabochaya streets.
“Construction based on the principles of integrated territorial development is the most effective way to develop cities. Several such projects are being implemented in Blagoveshchensk, resulting in neighborhoods with well-thought-out and convenient infrastructure. The fact that serious construction companies are entering our region once again proves that the area has great development potential on one hand, and guarantees the high quality of new housing on the other,” emphasized Vasily Orlov.

“OUR TASK IS TO BUILD DEMANDED HOUSING THROUGHOUT THE REGION”
According to forecasts from the Amur Ministry of Construction, the growth in housing construction will be ensured by programs for integrated territorial development and large investment projects — both existing and future. It is also essential to ensure the construction of new housing in remote areas of Priamurye. For this, specialists from the ministry have developed a comprehensive plan aimed at stimulating housing construction in all cities and districts of the region. Special attention is given to the construction of homes for vulnerable categories of Amur residents, including orphans and those relocated from dilapidated and emergency housing.
“The development of housing construction in the region is also supported by federal assistance, particularly the 'Stimulus' program, in which the region participates annually since 2020,” says Oksana Aleksandrova, Deputy Minister of Construction and Architecture of the Region.
Within the framework of the "Stimulus" program, Amur Region has already received over 450 million rubles for its projects. These funds were used to build a kindergarten and a water supply system in the Blagoveshchensk district and to connect several residential complexes to utilities. In 2024, 39.5 million rubles were allocated from the federal budget for the "Stimulus" program to Priamurye. These funds were directed to the construction of water supply and sewage networks in the city of Svobodny. For 2025, a request for 440 million rubles has been sent to the Ministry of Construction of Russia from the region: these funds are planned to be used for the construction of roads in the "Northern" district of Blagoveshchensk.
“The national project 'Housing and Urban Environment' is being successfully implemented in the region, and the figures speak for themselves,” noted Governor Vasily Orlov. “At the same time, we need to pay more attention to housing construction outside of Blagoveshchensk and Svobodny, where construction is proceeding at a good pace due to high demand, and large projects are being implemented. Our task is to build housing throughout the region, including in remote areas, while ensuring that it is in demand.”
