All law enforcement officers in Kazakhstan will be categorized based on their performance ratings.

All employees of Kazakhstan's law enforcement system will participate in a ranking system that will take into account their professional achievements and misconduct. Additionally, the citizens of Kazakhstan will have access to these rankings, as reported by Orda.kz.

Restrictions on Public Service Recruitment

For individuals dismissed for violations, specific terms of restrictions are now being implemented.
An indefinite ban remains solely for those who have committed corruption, serious crimes, or participated in criminal groups. Judges dismissed due to professional incompetence will be able to work without temporary restrictions.

Changes in Law Enforcement and Military Service

The indefinite ban on military service for those who left their posts without valid reasons is being removed.
A new system of disciplinary accountability is being introduced, which includes the reduction of ranks and titles.

Law Enforcement Rating

The law introduces a digital rating system to assess the effectiveness of employees. The certification process will become more stringent and will include psychological tests as well as polygraph examinations for candidates for high positions. The rating will take into account education, work results, qualifications, and disciplinary actions. 

“This will be a dynamic rating, continuously updated. For instance, if a person receives a disciplinary action, their points will be immediately deducted. If they complete professional development courses, they will earn additional points. The rating will be publicly accessible, and everyone will be aware of it. Moreover, I’ll tell you that our personnel department is conducting a pilot project; they brought me my rating, showing how I am evaluated. Everyone will know their rating and what actions to take to enhance their competitiveness. It will be completely transparent, with no room for speculation,” said Igor Lepeha, Deputy Minister of Internal Affairs, at a senate meeting.
