QR codes replacing signatures: how will package delivery in Kazakhstan change?

The Mazhilis has approved a draft law in its first reading that will significantly transform the operations of postal operators, reports Orda.kz.

“In the context of digital transformation, it is crucial to maintain the logistics infrastructure of postal services and find optimal development paths. The proposed bill introduces a new delivery system, which includes the option for third parties to receive mail using a pin code or QR code. This simplifies the delivery of goods from marketplaces to post offices and homes,” explained the deputy.

Among the key changes highlighted by the deputy are:

  • simplification of delivery, including the ability for third parties to collect packages via a pin code or QR code;
  • introduction of parcel lockers for contactless package retrieval;
  • reduction of storage times for unclaimed correspondence;
  • elimination of outdated services, such as sending postcards and parcels.
“Currently, the delivery of postal items is only possible in person for the addressee. This is inconvenient for both customers and couriers. The new system will allow third parties to receive packages, significantly simplifying the delivery process,” clarified the deputy.

Additionally, there are proposals to develop e-commerce and services aimed at rural residents, for whom “Kazpost” remains an important service.

Today, “Kazpost” serves various categories of clients, primarily residents of rural areas. In remote settlements, post offices function as banks and service centers for the population.

“For rural residents, “Kazpost” remains a key service provider. This encompasses not only the delivery of correspondence but also financial and agency services,” emphasized representatives in the Mazhilis.

The second important client segment consists of active users of digital services. The QazPost application integrates package delivery, financial services, and many other features.

The third group consists of e-commerce users. In 2023, the volume of online retail in Kazakhstan reached 2.4 trillion tenge, marking an increase of 79%.

“Existing marketplaces generally do not operate in remote regions. “Kazpost” facilitates such deliveries, offering special rates for rural residents,” states the press release from the Mazhilis.

Furthermore, “Kazpost” is developing a social marketplace for artisans and entrepreneurs, which helps local producers access broader markets.

One of the key aspects of the proposed legislation is the introduction of parcel lockers, which allow for contactless package pickup.

“These structures will be placed in public and commercial areas. It is important to establish clear rules for their installation and use to avoid monopolization,” noted representatives in the Mazhilis.

The law also proposes extending the pilot project for “Kazpost” to provide customs broker services. This simplifies the process of processing parcels purchased from international platforms and makes them more accessible to Kazakhstani citizens.

“In a year of operation, “Kazpost” declared nearly 1.5 million postal items. This successful experience not only makes life easier for buyers but also ensures transparency in international trade and the collection of taxes for the budget,” explained representatives in the Mazhilis.
