According to him, the issues related to repairs pertain not only to the Atyrau Oil Refinery but also to the entire industry. Out of the three major plants, two are fully owned by "KazMunayGas," while the Shymkent Oil Refinery is 50% owned.
“Certainly, the quality of repairs falls under the owner's responsibility, as the current conditions, such as procurement and so on, are more regulatory. The quality of work, however, is a technical aspect that relies not only on the equipment itself but also on the engineers' competence,” noted Akchulakov.
The former minister believes that this is a corporate issue: the quality of repairs is the contractors' responsibility.
“If there is a need for facilitating work, for instance, during emergencies, since a plant is a living mechanism and malfunctions can occur unexpectedly, companies must have the ability to quickly procure consumables without unnecessary bureaucracy. Today, there is already a mechanism for simplified procurement for such unforeseen situations,” added Akchulakov.
In the case of planned repairs, the procurement rules of “Samruk-Kazyna” apply, which encompass all divisions, and the procurement is conducted in accordance with these regulations. However, this is not set in stone: the rules evolve over time, various proposals come in, and there is ongoing optimization and evolution of this process.
