Kazakh diplomats will receive additional compensation for their proficiency in rare languages.

Members of the Mazhilis have approved the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan Regarding Diplomatic Service." This legislation introduces amendments that empower the government to establish the procedure for the alienation of state property assigned to diplomatic service bodies located outside the country, according to Orda.kz.

As employees of the Ministry of Foreign Affairs of the Republic of Kazakhstan not only work in the central office and foreign institutions of Kazakhstan but are also assigned to international organizations where they represent Kazakhstan and defend its interests.

“Thus, the personnel of the diplomatic service, upon completion of their work in an international organization and who were in diplomatic service immediately before their appointment to the international organization, shall be appointed to a position no lower than the one they held in the Ministry of Foreign Affairs of the Republic of Kazakhstan, without a competitive selection process, within three months from the date of release from their position in the international organization,” states the conclusion to the draft law.

This provision will not apply to individuals who held a political governmental position immediately prior to their appointment to work in an international organization.

The Minister of Foreign Affairs is granted the authority to extend the term of continuous service for consuls general.

Deputies also proposed changes to the payments for diplomatic personnel based on their knowledge of foreign languages. According to current legislation, knowledge of foreign languages is mandatory for entering the diplomatic service, thus payments will only be made for proficiency in rare languages.

It is suggested to exclude the planning of concluding international treaties of the Republic of Kazakhstan. The proposal is to optimize the process by implementing an electronic system for managing international treaties (hereinafter referred to as the IMMS), which will allow for a range of administrative and technical actions.

Additionally, deputies removed the indefinite ban on the admission of citizens dismissed for negative reasons into the diplomatic service.
