The bill was initiated by deputy Mirgul Temirbaeva.
According to the chairwoman of the committee on social policy Venera Raimbacheva, despite the ban established by the presidential decree, instances of collecting funds from parents of school students continue.
“To prevent such actions and protect the right to free education, a bill has been developed,” explained deputy Raimbacheva.
During the discussion, the deputies focused on the mechanisms for implementing the new norms, specifically clarifying the criteria for identifying illegal fund collection. The parliamentarians also expressed concern that the ban might impact the material and technical support of schools, as well as the organization of technical staff and security services.
In response, the vice-mayor of Bishkek Mirlan Baigonchokov noted that all state educational institutions receive the necessary financial resources for repairs, equipment purchases, and other needs.
At the same time, as Mirgul Temirbaeva previously emphasized, the bill does not hinder philanthropy and sponsorship assistance.
