"One apartment registered 937 foreigners": A deputy calls for a ban on migrants entering Kazakhstan.

Kazakhstan has become a part of illegal migration routes. According to Senator Bibigul Jeksenbay, there are approximately 300,000 labor migrants in the country, yet only 13,200 of them are officially registered. She stated that Kazakhstan needs to tighten its migration policy, as reported by Orda.kz.

According to the General Prosecutor's Office, this year only 82,200 foreigners faced administrative penalties, and 965 individuals committed criminal offenses, reported a senator. Additionally, 1,200 employers were held administratively liable for the illegal employment of foreigners due to the absence of work permits. In the Zhambyl region, 20 Pakistani citizens were penalized for illegal border crossing.

“Not to mention the issue of fictitious apartments. In Astana, 937 foreigners were registered in just one apartment, while there were 13,000 such cases recorded in the Almaty region. It is clear that these numbers would be significantly higher if similar checks were conducted in the Mangistau, Turkestan, and Zhambyl regions. The efforts by law enforcement and local akimats are insufficient,” said Bibigul Zhexenbai.

In light of this, she proposed:

  1. If a complete ban like in Europe is not feasible, at least restrict the entry (or employment) of unskilled labor into the country;
  2. Develop new methods to eliminate gray schemes for migrant employment;
  3. Consider the possibility of imposing fines on these illegal migrants with subsequent lawful employment;
  4. Equip border posts with modern technologies and equipment, such as fingerprinting, iris scanning, digital migrant profiles, tracking movements within the country, and geolocation, as well as the date and place of exit from the country.
  5. Hold individuals who organize the employment of illegal migrants, including through the preparation of counterfeit documents, strictly accountable.
  6. It is necessary to investigate instances of sham marriages with foreigners, as well as cases of divorces.
