Kazakhstan is set to ban the export of gasoline and diesel outside the EAEU.

The ban is set to take effect on January 1, 2025.

The relevant amendments are proposed by the Ministry of Energy to be included in the joint order "On Certain Issues of Exporting Oil Products from the Territory of the Republic of Kazakhstan," as reported by Kazpravda.kz

“Introduce a six-month ban starting January 1, 2025, on the export from the territory of the Republic of Kazakhstan beyond the customs territory of the EAEU of light distillates, aviation kerosene, diesel fuel, gas oils, toluene, xylene, and petroleum bitumen,” the official document states.

Exceptions include: export in fuel tanks designed by the manufacturer of motor vehicles, export of aviation fuel for conducting research work on additive selection, qualification and laboratory testing of samples, as well as certain types of oil products exported as part of humanitarian aid by decision of the Government of the Republic of Kazakhstan.

The ban on the export of oil products outside the EAEU will allow: to utilize the inactive capacities of Kazakhstani refineries through the processing of semi-finished products and, consequently, reduce the deficit of fuel and lubricants in the country; to meet the conditions for duty-free supplies and eliminate the re-export of imported oil products.

The project has been posted on the portal “Open NPA” until December 10, 2024.
