The increase in the number of employees in government agencies will now occur through the redistribution of vacancies between departments, except in cases of emergencies, the establishment of new agencies, or directives from the president. Some departments, such as the presidential administration, the government, and the Ministry of Defense, will not be affected by this redistribution.
Furthermore, the rules for disciplinary actions against political civil servants for violations of official duties, abuse of power, or failure to adhere to ethical standards have been clarified.
By the end of 2025, government bodies are required to transition their personnel management to a unified electronic system.
