The chairman of the Agency, Darkhan Jazykbay, announced this during a meeting of the board discussing the results of the Agency's work for 2024 in the field of public service. He pointed out that appropriate efforts will be made to improve the text of the oath for public servants in the future.
"The complete commitment of public servants to their oath must become a core value. Each public servant, upon taking the oath, promises to be honest, fair, and to carry out their duties impeccably.
The oath represents a personal commitment and responsibility to society. It imposes on public servants the duty to serve the community, protect the interests of the country, and act in accordance with high moral values," said the chairman of the Agency.
At the board meeting, it was noted that special attention is given to preventive measures, the protection of the rights of citizens and public servants in the work of monitoring the public service sector.
In 2024, as a result of inspections for compliance with legislation in the field of public service, over 15,000 violations were identified. About 100 illegally adopted acts and decisions were revoked, and the rights of 760 citizens were restored.
At the initiative of the Agency, mechanisms for the consistent implementation of the principle of inevitability of punishment have been defined. Starting this year, public servants are not exempt from responsibility for offenses committed in their previous positions, regardless of their transfer to another government agency.
Darkhan Jazykbay emphasized the importance of directing control measures not only to identify the consequences of legal violations but also to prevent them. He noted that the ethics commission, along with considering disciplinary cases, should prioritize prevention and analysis, and also implement the practice of hearing reports from the heads of offices on compliance with legislation in the field of public service.
The effectiveness of measures taken by the Agency to ensure compliance with the working hours regime for public servants was highlighted.
"Last year, the rights of 3,385 public servants were protected by providing additional rest hours, paying appropriate compensation, and establishing a flexible working hours regime.
Given this work experience, the necessity of enhancing remote monitoring through information systems in controlling compliance with labor legislation in this area was mentioned.
An important role in preventing legal violations among public servants is played by the institution of ethics commissioners. In 2024, under the coordination of the Agency, ethics commissioners provided advisory assistance to more than 26,000 citizens and public servants," the publication states.
It is worth noting that in mid-January, the newly appointed Minister of Justice of Kazakhstan, Erlan Sarsembayev, took an oath to the people of Kazakhstan.
"I swear to strictly adhere to the Constitution and laws of the state, to follow the principles of legality and justice in all my actions, to promote civil, interethnic, and interfaith harmony, to faithfully serve the people of Kazakhstan, to strengthen statehood and the authority of my country in the global community. I swear," he read.
Recently, during an extended government meeting, President Kassym-Jomart Tokayev commented on the work of the Kazakh government in the past year. According to him, "the results are decent, last year ended with positive indicators; however, we cannot become complacent. There are still many problems that require resolution. Experts and citizens are aware of this."
At the same time, the president noted that the government should work more efficiently and eliminate excessive bureaucracy.
