Heating rates in Kokshetau have increased by 23%.

Alongside this, the city has implemented social norms for heat consumption.

The previously implemented tariffs did not cover the costs of the enterprise, creating certain risks.

“Kokshetau Zhylu” is the only heat source in the regional center. Thus, the load on its two district boiler houses is enormous. They operate on coal and fuel oil. Additionally, electricity must be purchased.

The enterprise's income barely exceeds four billion tenge, while the costs for producing thermal energy reach nine billion tenge. Therefore, the increase in tariffs is considered a necessary measure by the enterprise.

“The price of coal from the Bogatyr Ekibastuz mine has risen by 30%, reaching approximately 4816 tenge per ton. The cost of electricity has also increased. 'Kokshetau Energo' raised its rates by 30% in March 2024, with electricity now costing 44 tenge. An increase in expenses leads to an increase in tariffs,” explained Askar Nurmaganbetov, the deputy general director of Kokshetau Zhylu.

At the end of last year, the regional department of natural monopolies approved a new average tariff of 5471 tenge per gigacalorie of heat. This decision elicited mixed reactions from the public; however, people believe it is better to pay more to ensure warmth.

Additionally, social norms for heat consumption were introduced in Kokshetau. Now, the tariff for residents depends on the volume of consumption and the presence of metering devices.

“We measure this in square meters. We have a group of consumers with up to 100 square meters, a group from 100 to 200, and those over 200. All these innovations were implemented this year. In February, we will issue bills for January. It will already be under the new tariff and the new tariff formation system. I would like to note that our city has very low tariffs compared to other cities in the northern region,” clarified Askar Nurmaganbetov.

Moreover, last summer, tariffs for heat were increased by 29% for legal entities and budget organizations in Kokshetau. This allowed for an increase in salaries for employees of the heating organization.
