Farmers turned to the Chamber of Entrepreneurs with their issue. As reported by the senior assistant prosecutor of the Pavlodar region, Zhandos Sagatbekov, the rules for subsidizing the costs of employers who have built rental housing in a village, settlement, or rural district were approved back in January 2024.
“Subsidies are provided for the costs incurred by employers for the housing put into operation. According to preliminary information, 24 houses are being built by agricultural producers in the region, two of which are investors. These are the LLP "Kronos-Pavlodar" and LLP "Victory." For subsidies to be granted, local executive bodies need to determine lists of villages, settlements, and rural districts where investors plan to construct housing and have them approved by local representative bodies. In the Pavlodar region, this list has not yet been approved, which prevents the local executive body from subsidizing this direction, and there are already certain barriers,” said Zhandos Sagatbekov.
Since the beginning of the year, LLP "Kronos-Pavlodar" has requested to be included in this list, but the matter has not progressed. In response to their repeated inquiry, they were informed that the village of Kanasha Kamzina in the city of Aksu, where the company is constructing, is planned to be included in the list.
“On August 5, we received the last response from the construction department of the city of Aksu and the Pavlodar region construction management stating that it would be included. However, we have not received any further information, while construction is already underway,” noted the lawyer of LLP "Kronos-Pavlodar," Tamila Gashimova.
Currently, the company is constructing rental housing for employees as part of an investment project for building a dairy farm. LLP "Victory" is in a similar situation; they are also unable to obtain subsidies.
“We are endlessly investing our money into the construction of houses and everything else. The entire social sphere is supported by LLP "Victory" from the village of Orlovka. Last year, we put into operation one two-apartment house. This year, we are completing another one, which we will put into operation in 2025,” said the director of "Victory," Vladimir Polyakov.
The head of the construction department, Askar Azhmurat, confirmed that in order to distribute subsidies, it is necessary first to approve the list of villages. A list of 11 populated areas in Aksu, Irtysh district, Akkuly district, Shcherbakty and Zhelezinka districts has currently been identified.
“Today we will send a corresponding letter to the maslikhat to approve the list of villages,” declared the head of the construction department.
The regional maslikhat is ready to consider the issue at the session regarding the budget for 2025-2027, which will take place on December 15. However, this will only happen after they receive the list.
“What’s unfortunate is that the rules were issued on January 4, and the maslikhat has convened several times since then—there was no need to leave it for the last days. Essentially, we are jumping on the last train. If everything works out, that’s already good. At least we will resolve this issue this way,” expressed the deputy akim of the region, Dauren Zhambaybek.
The construction department has been tasked with resolving the issue of the lists within a week.
