Students, retirees, and homemakers in Kazakhstan will be exempt from mandatory income declaration requirements.

Prime Minister Olzhas Bektenov endorsed the finance minister's proposal to exempt 90% of individuals from income declaration requirements.

During a government meeting, the issue of universal declaration of income and property of individuals was discussed, reports Kazpravda.kz citing the press service of the state body
 
Finance Minister Madi Takiyev noted that currently, within the framework of the first three phases, 4.8 million people have entered the universal declaration system, including civil servants, leaders and founders of commercial organizations, the quasi-public sector, and their spouses.

Regarding the obligations of about 8 million people (employees of private structures, pensioners, homemakers, students, and others), the finance minister proposed to exempt this category of citizens from submitting declarations on assets and liabilities, taking into account the digitalization of databases and the development of cashless payments.

The exemption will affect more than 90% of individuals in this category.

Declaration is proposed to be maintained for the following category of individuals: those with assets outside the Republic of Kazakhstan; those who made purchases worth more than 20,000 MRP (74 million tenge) within a year; and those who received income subject to self-taxation.

Citizens will be granted the right to voluntary declaration.

Olzhas Bektenov supported the proposed initiative and instructed the ministries of finance, national economy, and justice to prepare the necessary amendments to legislation within three days and submit them for parliamentary consideration.

“Currently, more than 4 million people submit declarations. Among them are civil servants, representatives of the quasi-public sector, and business. It was planned that by 2025, all other categories of citizens would submit declarations. This raised concerns among the population, which the head of state also noted. Today, the databases of state bodies are fully digitized. Financial and currency control has been strengthened. Data exchange on accounts has been established within the framework of international agreements. Digital services are widely available. Therefore, there is comprehensive information on the assets of individuals. Thus, I support the proposal to exempt the remaining categories of citizens from mandatory asset declaration in 2025,” emphasized the Prime Minister.
