What factories are set to be built in Kazakhstan in 2025?

“In the address to the people of Kazakhstan dated September 1, 2023, titled ‘The Economic Course of a Just Kazakhstan,’ the head of state has tasked the government with approving a list of at least 15 major projects aimed at creating high-value-added clusters in priority areas, including deep processing of metals, oil, gas and coal chemistry, machine engineering, production of auto components and fertilizers, tourism, and others,” the government’s response to a parliamentary inquiry states.

To achieve this, the government has compiled a list of the following projects:

• Metallurgical cluster (Pavlodar region), investment volume — $228.5 million, creating 526 jobs, commissioning date — 2026;
• Factory for producing hot-briquetted iron (Kostanay region), investment volume — $1 billion, creating 500 jobs, commissioning date — 2028;
• Modernization of the Qarmet plant (Karaganda region), investment volume — $3.5 billion, completion date — 2028;
• Copper smelting plant (Abai region), investment volume — $1.3 billion, creating 1,083 jobs, commissioning date — 2028;
• Hydrometallurgical plant for processing high-carbon sulfide gold-containing concentrates, investment volume — $654.5 million, creating 500 jobs, commissioning date — 2028;
• Factory for producing butadiene and its derivatives (Atyrau region), investment volume — $900 million, creating 750 jobs, commissioning date — 2028;
• Factory for producing polyethylene terephthalate (Atyrau region), investment volume — $1.5 billion, creating 800 jobs, commissioning date — 2029;
• Integrated gas chemical complex — second phase (polyethylene) with the implementation of a gas separation complex construction project (Atyrau region), investment volume — $9.7 billion, creating 938 jobs, commissioning date — 2029;
• Construction of the second phase of the Shymkent oil refinery, investment volume — $5 billion, creating 1,200 jobs, commissioning date — 2030;
• Factory for producing ammonia and urea (Mangystau region), investment volume — $1.5 billion, creating 700 jobs, commissioning date — 2028;
• Enrichment and production complex for producing potash salts (West Kazakhstan region), investment volume: phase 1 — $1.2 billion, phase 2 — $1 billion, phase 3 — $1 billion, creating 4,900 jobs, commissioning dates: first phase — 2027, second phase — 2030, third phase — 2035;
• Factory for producing passenger cars (Kostanay region), investment volume — $191.5 million, creating 1,500 jobs, commissioning date — 2025;
• Multi-brand factory for producing Chinese cars (Almaty), investment volume — $387 million, creating 3,600 jobs, commissioning date — 2025;
• Multifunctional tourist area (Astana), investment volume — $412 million, creating 2,000 jobs, commissioning date — 2026;
• Integrated development of the ‘Warm Beach’ in Aktau, investment volume — $292 million, creating 5,000 jobs, commissioning date — 2026;
• Integrated agro-industrial complex for deep processing of wheat and peas (Astana), investment volume — $400 million, creating 400 jobs, commissioning date — 2026;
• Factory for deep processing of wheat grain (Kostanay region), investment volume — $149 million, creating 650 jobs, commissioning date — 2027.
