By a government decree, a special economic zone "Aktobe" has been established at the International Airport named after Aliya Moldagulova. It will operate until the end of 2049.
The creation of the SEZ in the Aktobe region is aimed at attracting investments, developing the manufacturing industry, and reducing import dependence. The implementation of this project will create new jobs, enhance the competitiveness of domestic goods, and contribute to the development of related sectors of the economy.
The main objectives of the SEZ "Aktobe" are to stimulate the economic growth of the region, improve the investment climate, and establish new industrial growth points.
The territory of the SEZ "Aktobe" will cover an area of 858 hectares.
As part of the SEZ "Aktobe" activities, the development of 9 key transport and logistics sectors and 29 industrial sectors is planned. A primary focus will be on creating modern production facilities, implementing innovative technologies, and attracting leading domestic and international companies.
Participants in the SEZ "Aktobe" may include companies from various sectors of the economy, including local and international investors interested in conducting business within the zone. A significant aspect is the creation of clusters that allow multiple companies to collaborate on joint projects and share resources.
Under the regime of the SEZ "Aktobe," potential investors will benefit from the following incentives and preferences: firstly, exemption from corporate income tax; secondly, a "0" VAT rate on goods sold within the territory of the SEZ; thirdly, exemption from land and property taxes, as well as fees for land use. Fourthly, exemption from customs duties on goods intended for placement or use by participants; fifthly, the attraction of foreign labor outside of quotas and without permits; sixthly, the establishment of necessary engineering and communication infrastructure within the SEZ to implement projects, as well as providing land for rent for the entire duration of the SEZ's operation with a subsequent priority right of purchase.
Currently, the construction of external and internal engineering networks for the Special Economic Zone (SEZ) "Aktobe" has not yet begun. The works are scheduled to take place in 2025-2026 after securing funding through the national budget amounting to 16 billion tenge.
