Trillions spent, yet the report fits on a single table—Ashimbaev on the destination of Kazakh citizens' funds.

The head of the Senate, Maulen Ashimbaev, raised concerns about the whereabouts of funds from Kazakhstan's state funds, including those for medical, social insurance, pensions, and others, according to Orda.kz. He stated that the operations of these funds lack transparency, even as their assets surpass the total expenditure of the national budget.

“The assets of the funds exceed 25 trillion and continue to grow. Enormous resources have been accumulated in these funds. Just imagine what that means. This raises questions regarding the oversight and utilization of these funds. Now regarding the reporting. When we look at the execution of the republican budget, Olzhas Abaevich (the Prime Minister — ed. note) literally sends us a one-page report on these funds, just one table. It’s very difficult to understand what is happening based on that. In this situation, the parliament does not exercise control or monitor these expenses,” said Maulen Ashimbayev during the plenary session.

The speaker turned to the Minister of Labor and Social Protection, Svetlana Jakupova, expressing doubts that she has access to the complete reports of these funds. This concern is quite serious in light of the budget deficit across many sectors.

“Right now, we cannot find money for heat energy and other areas. Yet, huge sums are accumulated in the funds. The issue is that they should be accountable and used for national purposes. We know that part of these funds is used to cover the budget deficit. How the other part is utilized — we do not see this in parliament,” the Senate speaker added.

He believes it is time to make the expenses of these funds transparent for both deputies and the government, as well as to strengthen oversight over them.

The issue of fund control became a hot topic after the detention of Perizat Kairat — the head of the Biz birgemiz fund. She is suspected of embezzling 1.7 billion tenge.
