From humanitarian aid to advanced medical innovations: what support Moscow provides to the new regions.

New Territories...

In 2022, Moscow builders and utility specialists headed to the new border regions. There was an urgent need to address the engineering communications before the heating season and to generally restore basic utilities. Residential buildings and social facilities required repairs. More than 600 units of equipment and several thousand specialists were dispatched for the mission.

The signature urban improvements from the capital also reached the cities. For instance, in Donetsk, a semi-abandoned park was revived: pathways, playgrounds, pet walking areas, and landscaping were established. One of the central and longest streets in the Donbas capital also underwent a transformation. A large hospital located there is currently under reconstruction. The roadway, sidewalks, railings, and traffic lights were repaired, and modern bus stops were installed.

Capital road workers repaired over 420,000 square meters of asphalt in Luhansk and Donetsk. To expedite the work, two asphalt plants were constructed by the city road workers.

The "Moscow Helps" initiative has been ongoing for the third year. Volunteers and organizations from the city have collected and delivered over 1,500 tons of supplies, including food, household goods, stationery, and kitchenware. The flagship headquarters for humanitarian aid collection is located at the "Mosvolonter" resource center on Leningradsky Prospekt. Additionally, 13 collection points have been opened in each city district, with most operating daily.

During the recent festival "Summer in Moscow. Everyone to the Street!" the "Kindness Houses" operated, collecting aid. Similar kiosks are present at the "Winter in Moscow" project locations.

...and where help is currently needed

Moscow has established temporary accommodation points in the Kursk region, capable of housing up to 20,000 people. Regular deliveries of the wounded for treatment in the capital's hospitals are made from regions with difficult situations.

The "Moscow Helps" initiative also gathered supplies for internally displaced persons from the Kursk region. Water, food, clothing, and other essential items were transported. Moscow activists are also caring for animal shelters in Kursk. Pets are evacuated to capital care centers, and humanitarian aid is collected for shelters that remain operational in the region.

Useful Services

The capital is a vast marketplace of opportunities. A range of resources exists for businesses to find contractors and clients from other regions. These same services allow companies from the regions to reach capital customers or to use it as a sort of "exchange" to find partners for collaboration with enterprises from other areas.

However, not only businesses benefit from the opportunities in the capital. Moscow is also the country's main innovation center in terms of urban services. Simple examples include the "Troika" card or the parking payment app, which have long expanded beyond the capital. There are also dozens of technological services that are not visible to the average person but significantly simplify their lives. For instance, eight years ago, the EMIAS system (used for doctor appointments and as a patient's electronic medical record) was introduced in the regions. This is not only a convenient solution but also a cost-saving measure for local budgets, which do not need to spend on creating their own analogs.

Technology Export

At the beginning of the year, Moscow opened access to the best artificial intelligence services for all medical organizations across the country. Among these is computer vision technology, where AI can analyze images and suggest solutions. It is used, for example, to analyze X-ray images and reduce the workload on specialist doctors.

Employees of the Center for Diagnostics and Telemedicine of the Moscow Health Department created a special platform, which is accessible through the website mosmedii.rf. It can be used for free, and the service operates remotely via the internet. Applications can be submitted on the same website. Applications are accepted from medical institutions that have a valid license for medical activity. Following this, a bilateral agreement is concluded, granting access to the capabilities of the capital's medical services.

AI does not diagnose; it provides a second opinion to the doctor based on all known patient data. Moreover, it highlights, meaning it visually indicates with different colors all pathologies identified during the process. Experience with AI in the capital shows that its accuracy is 95%.

"Moskvit" Spreads Across the Country

Among the "tangible" technologies that Moscow shares free of charge with the regions is the product from the revived "Moskvit" factory. Cars are being sent to the regions for use in taxis and to replenish car-sharing fleets.

It is common practice for urban transport to be sent to the regions when it is retired from service in the capital. Moscow is prepared to purchase new models from Russian manufacturers, and part of the components and parts are produced locally (for example, batteries for electric buses). Various regions, including Ufa, Novosibirsk, Yaroslavl, Kurgan, Rostov, and the Moscow region, have received transport gifts from the capital over the years. Although statistics have not been published for a long time, it is known that in 2022 alone, the city donated around 800 units of rolling stock to various subjects.

Taxes from Muscovites and businesses play a crucial role in filling the federal budget. Last year, over 4.8 trillion rubles were contributed from the capital to the treasury and social funds.

Moscow has taken on a significant portion of the functions related to establishing an air defense system for the entire central part of Russia.

City specialists have ensured the construction of about a third of protective structures in the new territories and are actively assisting in the reconstruction of Donetsk and Luhansk.
