Technical and vocational education organizations will receive an increase in per-student funding.

There is a need to modernize the material and technical resources of 270 state colleges that are currently using outdated equipment.

“A long-awaited announcement for technical and vocational education organizations — starting from September 1, 2025, the per-student funding will increase. According to the current methodology for per-student normative financing, the average amount allocated for the education of one student is 437,000 tenges, which will now rise to an average of 912,000 tenges. The new funding standard consists of a basic and an incentive component, with incentive payments provided to colleges that achieve specific performance indicators,” — informed Beisembaev.

He noted that the new funding system will enable the training of competitive specialists, equip educational organizations with modern material and technical resources, and organize professional development courses for educators.

As part of the “Zhas Maman” project, 180 state colleges have been equipped with modern educational equipment.

“Currently, there is a need to update the material and technical base of 270 state colleges. These educational organizations are using outdated equipment in the learning process. Consequently, in some cases, the quality of training for vocational specialties decreases, and the skills acquired by graduates do not meet the modern production requirements,” — said Beisembaev.

He added that the akimats have also been tasked with providing colleges with modern material and technical resources in 2025-2027 and fully accommodating college students in dormitories.

According to the Ministry of Education and Science, there is currently a housing shortage for college students of over 6,000 places. The greatest shortage is observed in Almaty and Astana, as well as in Almaty, Akmolinsk, and North Kazakhstan regions.
