A lawmaker proposed granting amnesty to incarcerated women in Kazakhstan.

During a meeting of the Mazhilis, Deputy Karakat Abden proposed implementing an amnesty in Kazakhstan for women who have been convicted of non-violent crimes that do not pose a threat to society, as reported by NUR.KZ.

"This year we are celebrating the 30th anniversary of our Constitution, which enshrines that family, motherhood, and childhood are protected by the state. This signifies that the government places special emphasis on safeguarding the rights of women as mothers. Our country adheres to a policy of humanization concerning crimes.

In this regard, the faction of the "Aul" party proposes to consider the possibility of amnesty for women who have been convicted of crimes that are not violent and do not pose a threat to society […].

In Kazakhstan, 2336 women are imprisoned, half of whom are mothers, including 250 mothers of many children. More than 1500 children are left without their mothers and are waiting to reunite with them. About 100 infants have been placed in orphanages. But these are not just numbers: they represent broken families, shattered destinies, and children deprived of maternal warmth. […] Let us give women the opportunity to return to their families and children," stated the deputy.

Karakat Abden proposed to conduct an amnesty for women who meet the following criteria:

"The amnesty should not apply to women who have committed serious or particularly serious crimes, as well as crimes related to violence that pose a threat to society," added the deputy.

She further mentioned that "women's" amnesty has been conducted three times in Kyrgyzstan since 1996, in Uzbekistan in 2013, in Russia in 2023, and it has also been carried out multiple times in the United States.
