Public service for minor offenses: Tokayev has signed amendments to the code.

The President has signed amendments to the Code of Administrative Offenses as well as to the law on public service, reports NUR.KZ citing Akorda. One of the amendments allows for Kazakhstan citizens to be assigned to community service for minor offenses.

The Telegram channel Akordy reports that the head of state has signed the law "On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offenses."

It is also reported that Tokayev has signed the law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Public Service Issues."

As clarified on the country's Senate website, the amendments introduce a new type of administrative penalty - community service.

"A new type of administrative penalty - community service - is introduced, similar to the mechanism of criminal punishment, involving the performance of socially beneficial tasks under the supervision of local authorities. The application of this penalty is proposed for 11 articles of the Administrative Code for minor offenses. The introduction of community service and the updating of legislation aim to reduce the number of offenses, enhance the effectiveness of justice, and take into account the social status of offenders," - the Senate's message states.

It was also noted that amendments to the public service law were made following legal decisions by the Constitutional Court, including the removal of the indefinite ban on public service for certain categories of individuals.

"The document establishes time limits for restrictions on citizens who have been held administratively, disciplinarily, or criminally liable, while maintaining the indefinite ban for individuals who have committed corruption and serious crimes," - the Senate noted.

At the end of last year, the Senate provided more details about the amendments to the Administrative Code.

"The law expands the circle of officials authorized to consider cases of administrative offenses and impose administrative penalties."

"The procedure for reviewing cases based on newly discovered circumstances has also been defined in instances where the proceedings are conducted in a simplified manner. Overall, the law will ensure the protection of citizens' rights and freedoms, improve and optimize legislation, as well as eliminate legal gaps and conflicts identified in law enforcement practices," - the Senate explained.

In addition, clarifications were provided regarding the amendments to the public service law.

"The law specifies the duration of restrictions on entering public service arising from disciplinary, administrative, and criminal liability measures, proportionality of their consequences, as well as the enhancement of selection and improvement of the quality of filling leadership positions in law enforcement agencies and the Armed Forces, and the regulation of the procedure for imposing disciplinary penalties in the form of demotion in rank or class for senior commanding personnel, and so on," - it was stated on the website.

We remind you that today, the President of Kazakhstan, Kassym-Jomart Tokayev, also signed a law on a new accumulation program. The amendments are divided into two blocks.

At the beginning of January this year, it was reported that Tokayev signed a law that introduces changes to certain legislative acts concerning the fight against illegal drug trafficking.
