Kairbekov hails from the Karaganda region. He has been working in the internal affairs agencies since 1998. He began his career as an operational officer and, over the years, held the positions of head of the penal enforcement department for the Kostanay region and the city of Almaty, and since 2023, he has served as the first deputy chairman of the Committee of Penal Enforcement.
His predecessor, Tenizhan Janibekov, left the penal enforcement system of the Ministry of Internal Affairs following a corruption scandal involving the arrest of a subordinate on suspicion of receiving a large bribe. As a result, Janibekov received a reprimand and was subsequently relieved of his duties.
