“It has been established that the enterprise systematically entered into contracts in 2023 and 2024 without conducting state procurement procedures (outside the web portal, on paper). Specifically, 7 contracts were identified for the inspection of boiler houses, the purchase of petroleum products and office furniture, as well as the rental of special equipment, amounting to a total of 9.2 million tenge,” the regional prosecutor's office explained.
Entering into contracts in this manner serves as a means to circumvent oversight controls and denies potential suppliers equal opportunities to participate in state procurements.
As a result of the prosecutor's oversight act, the enterprise's management has been held administratively liable under Article 207, Part 11 of the Code of Administrative Offenses, with a fine imposed amounting to 1.2 million tenge.
