According to the official Telegram channel of Akorda, the head of state has signed a law titled "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan Regarding the State Educational Accumulation System, Excluding Excessive Legislative Regulation in the Areas of Information, Public Development, Culture, and Archival Affairs."
The first block of amendments is designed to implement the Unified Voluntary Accumulation System "Keleshek," which includes a starting educational capital from the state, an annual government award, and investment income, covering children from the age of five.
The one-time starting educational capital will be credited to children who turn five in 2025 and in subsequent years, in amounts specified by the Rules for the Accrual, Use, and Return of Starting Educational Capital, to be approved by the Ministry of Science and Higher Education.
In conjunction with the existing State Educational Accumulation System, which provides for an annual government award of 5%, and 7% for children from socially vulnerable groups, the "Keleshek" system will enable the accumulation of funds that can be directed towards obtaining technical and vocational, secondary, higher, and postgraduate education, as well as improving housing conditions.
The second block of amendments includes a package of measures to support the creative industry, which includes the establishment of creative industry centers in each regional center and major city, as well as assistance for participants regarding the commercialization of their products.
Additionally, a special legal entity will be established to assist in the development of the creative industry ("Fund for the Support of Creative Industries"). The fund will seek and promote talents, assist in the commercialization of creative projects and services, and promote them in global markets.
Alongside this, the authorized body (Ministry of Culture and Information) is empowered to develop and approve rules for providing government support and stimulating the creative industry, while local executive bodies of regions, cities of republican significance, and the capital will implement state policy in the field of creative industries.
It is worth noting that in his September address to the nation in 2023, the President of Kazakhstan, Kassym-Jomart Tokayev, stated that he had instructed to implement the unified voluntary accumulation system "Keleshek," which will cover children from the age of five.
"This program should provide for a starting educational capital from the state, an annual government award, and investment income. These accumulations, combined with the funds formed under the project "National Fund - for Children," will allow them to receive quality education," said the head of state.
Subsequently, the implementation of the unified voluntary accumulation system "Keleshek" was discussed in October of last year. At that time, the Prime Minister emphasized that the issue of implementing the voluntary accumulation system "Keleshek" concerns almost all Kazakhstani families.
At the end of November last year, amendments were approved at a Majilis meeting that confirmed the legal regulation of the Unified Voluntary Accumulation Program "Keleshek" for covering tuition fees at universities.
It was reported that the Unified Voluntary Accumulation Program "Keleshek" stipulates that each parent has the right to open an account in the child's name at any age in any bank or life insurance company.
