According to the decree of the President of Kazakhstan "On measures for the further improvement of the state governance system of the Republic of Kazakhstan," the Ministry of Defense of the Republic of Kazakhstan will be reorganized, transferring to it the functions and powers of the Ministry of Industry and Construction.
The following powers and functions are planned to be transferred:
Additionally, according to the document, the Ministry of Defense is designated as the successor to the rights and obligations of the Ministry of Industry and Construction in accordance with the transferred functions and powers.
The government has been tasked, in coordination with the Administration of the President of Kazakhstan, to ensure the redistribution of the staffing levels of the reorganized state bodies and their subordinate organizations. The Administration of the President of the Republic of Kazakhstan is responsible for overseeing the implementation of the decree.
It is worth noting that last autumn, it was reported that the Ministry of Defense of Kazakhstan was endowed with new functions. The new functions are related to conscription service, state secrets, educational benefits, and security.
In November of last year, following a meeting with Defense Minister Ruslan Zhaksylykov, the Supreme Commander Kassym-Jomart Tokayev set specific tasks for the ministry to enhance cooperation with domestic defense enterprises, develop territorial defense, strengthen special operations forces, and improve socio-legal work.
Prior to this, Kassym-Jomart Tokayev, during his address to the nation in September of last year, instructed to ensure strict discipline in the army.
