During a meeting of the Mazhilis, Deputy Tatiana Savelieva announced the developed draft law.
"The proposed law aims to introduce leasing for individuals who are not individual entrepreneurs, allowing them access to assets such as vehicles and real estate. The draft law also establishes a limitation on the leasing subject to property that requires state registration.
"It is expected that the adoption of this draft law will improve citizens' access to financial services, reduce household debt levels, and alleviate the debt burden," she noted.
According to "Uchet.kz," leasing is a form of financing investments for the acquisition of fixed assets—equipment, real estate, vehicles—in which the leasing company acts as an intermediary between the supplier and the buyer. The specified assets are acquired by the lessor based on the lessee's request for the purpose of transferring them for use. The property remains under the ownership of the lessor until it is fully purchased, while it is provided to the client for use. The lessee will acquire ownership rights only after signing the acceptance certificate upon full payment of the leasing installments.
