“Regarding the condition of the roads leading to tourist attractions in Almaty, according to the Concept for the Development of Rural Territories of Kazakhstan for 2023-2027, within the framework of the ‘Aul — El Besiği’ project, local executive bodies determine and approve projects for the construction and reconstruction of facilities in developed centers with high potential, financed from the republican budget,” the government wrote in response to the inquiry.
It is reported that the republican budget for the current year allocates 78.2 billion tenge for the implementation of projects, while the draft republican budget for 2025-2027 includes 67.4 billion tenge (51.6 billion tenge in 2025 and 15.8 billion tenge in 2026), including 6 billion tenge for the construction and reconstruction of intra-village roads in 2024 and 6.3 billion tenge in 2025.
In turn, the total length of public roads in Almaty is 5,741 km (1,809 km of republican significance, 66 km of the Big Almaty Ring Road (BAKAD), 3,370 km of regional significance, and 496 km of district significance).
“As of January 1 of this year, 91% of local roads are in good and satisfactory condition. It is planned that through the repair of 137.4 km of roads, this figure will increase to 93% by the end of the year. To date, repairs on 126.2 km of roads have been completed. This year, the Almaty administration allocated 13.2 billion tenge for road construction projects, as well as 3.8 billion tenge for the construction of Tilyendev Street (one of the five radial roads from the border of Almaty to BAOA),” the document states.
In total, the main contractors for the construction of five radial roads from the border of Almaty to BAOA were determined in 2021. Work is delayed due to a lack of funding from the local budget (the required amount is 17 billion tenge). The majority of the funds provided from the republican budget have been disbursed, leaving a balance of 866 million tenge.
From the local budget, 1.7 billion tenge has been allocated for the capital repair of three regional roads (8.4 km), contractors have been determined, and all meet the requirements and have relevant experience. The completion of the repair work is scheduled for 2026.
For the medium repair of 14 regional roads (129 km), 10.9 billion tenge has been allocated, and contractors have also been selected, all of whom meet the requirements. To date, 92.2% of the repair work has been completed. The repair of 9 roads, costing 7.7 billion tenge, is planned to be completed in November of this year. The remaining 3.2 billion tenge for the medium repair of 5 regional roads will be completed in 2025.
