As Senator Alibek Nautiev noted, the law introduces changes and additions to two codes and seven laws.
Thus, provisions regarding mailboxes are eliminated. This is due to the decreasing volume of regular letters sent through mailboxes each year.
At the same time, regulations concerning the placement of postal machines in buildings and apartment complexes have been organized.
- It should be noted that the law retains the norms regarding subscriber boxes. To enhance user convenience, it is proposed to allow the delivery of mail to third parties with the recipient's consent via a PIN code or QR code scanning, - explained the deputy.
Additionally, JSC "Kazpost" is granted the right to transport and store pharmaceuticals and medical devices in accordance with healthcare legislation requirements.
- The law introduces the concept of "mail with declared value" and clarifies the conditions under which postal operators are held liable for such deliveries, - the deputy noted.
It also establishes the obligation for postal operators to inform local executive bodies when deciding to close postal service offices. As Senator Alibek Nautiev pointed out, Kazpost must notify akimats at least three months prior to the intended closure date.
There are 2,834 postal offices in Kazakhstan. Of these, 2,054 are located in rural areas, where most offices in villages operate at a chronic loss.
