“According to the agreement, the convicted individual must be a citizen of one of the two countries, and the crime they committed must be recognized as such in both. The convict must have at least one year of their sentence remaining and must provide written consent for the transfer. Both countries must also agree to this process,” noted the committee chair Nurlan Beknazаров.
The document outlines the conditions and procedures for the transfer, as well as the grounds for potential denial. For instance, a prisoner exchange may be refused if there are threats to national security or other legal reasons. The implementation of the agreement will not require additional financial expenses and will not lead to negative consequences.
Currently, Kazakhstan has such agreements with 23 countries, including Ukraine, China, Turkey, and the United Arab Emirates.
