Today, in Russia, 12 million vehicles are under the protection of "ERA-GLONASS," safeguarding drivers and passengers alike. The milestone vehicle has rolled off the AVTOVAZ production line. Over the past year, the fleet of vehicles connected to the state information system has increased by 1.5 million, with an additional growth of over one million expected this year. Currently, one in five vehicles in Russia is connected to the state information system, enhancing the safety of millions of drivers and passengers across the country.

INCREASING CHANCES OF RESCUE

“In 2024, the Moscow 112 System received over 8000 notifications from 'ERA-GLONASS' – including both automatic alerts and voice calls,” reported Elena Kaminskaya, the first deputy director of the Moscow 112 System and head of the 112 Service. “When information is received from 'ERA-GLONASS', the Moscow 112 System simultaneously notifies emergency operational services such as 101, 102, and 103. The prompt notification of these services is ensured by the automatic receipt of the vehicle's location coordinates from 'ERA-GLONASS', which allows for the automatic determination of the address. This reduces the time taken to process the information by the 112 operator and, consequently, shortens the response time of the services to the incident.”

Thanks to integration with all existing regional 112 Systems, the state information system sends coordinates and general vehicle characteristics to rescue services in an average of just 19 seconds—automatically during severe accidents, which account for 80% of all emergency calls, or when activating the SOS button manually. Throughout its operation, the system has transmitted over 440,000 calls to emergency services regarding traffic accidents. In 2024 alone, this figure reached 93,000 notifications, nearly 10% of which pertained to the capital.

The communication technology for "ERA-GLONASS" enhances rescue chances by utilizing the coverage of all federal cellular operators. Unlike a smartphone with a single SIM card, the device automatically selects the available network. A unique feature of the state information system, compared to similar systems worldwide, is that if the signal strength is insufficient for a voice call, an SMS is sent instead, allowing emergency services to locate victims even in areas with little to no connectivity.

EVERY SECOND COUNTS

According to Alexey Raikevich, General Director of GLONASS JSC, “ERA-GLONASS” is a tool for achieving national development goals aimed at reducing traffic accident fatalities, as approved by President Vladimir Putin through 2030 and looking ahead to 2036.

“The statistics from 'ERA-GLONASS' and numerous rescue stories demonstrate that the state information system enhances the safety of millions of motorists. It ensures adherence to the 'golden hour' rule in disaster medicine: every second in the first 60 minutes after an accident is critical for saving the lives of drivers and passengers. Assistance provided within the first hour increases the chances of preserving health fivefold,” clarified Alexey Raikevich. “Today, GLONASS JSC is focusing on expanding the useful functionality of 'ERA-GLONASS'. Last year, we introduced a new generation of SOS buttons—devices for calling emergency operational services, the UVEOS 2.0. They enable the creation of a service platform for drivers. Already, such a device allows for online monitoring of the vehicle's location and condition with the owner's consent, without the need for separate equipment installation or additional communication channels. The range of services will expand, enhancing safety and comfort for users.”

By pressing the SOS button connected to "ERA-GLONASS," it is now possible to call the National Guard's law enforcement service in all regions. Additionally, in three cities—Lipetsk, Voronezh, and Rostov-on-Don—roadside assistance is available, including towing services, emergency commissioners, or technical services, such as tire changes.

RESCUE STORIES

The effectiveness of the state information system is confirmed by rescue stories shared by motorists themselves. For instance, during a trip with children to the village of Teriberka, Natalia Gerasimova's car became stranded in the snow. Meanwhile, her smartphone could not connect to call for help due to a lack of network coverage.

“By pressing the SOS button, an operator contacted us within seconds, and we described our situation in detail. Within half an hour, a snowplow arrived, cleared the road, and freed us from the snow trap. Thanks to 'ERA-GLONASS', my dream came true—I saw whales with my children on my birthday while aboard a ship sailing through the waters of the Arctic Ocean,” added Natalia Gerasimova.

Furthermore, Dmitry Bakanov, Deputy Minister of Transport of Russia and Chairman of the Board of Directors of GLONASS JSC, reported in an interview with RIA Novosti that the state information system has become a platform for a range of services, from monitoring all public transport in the country to ensuring cybersecurity for vehicles.

“In mid-2025, we will mark ten years since the establishment of GLONASS JSC at the behest of the President of Russia as the operator of the world’s first national emergency notification system for transportation. It can now be confidently stated that without 'ERA-GLONASS', the digitization of Russia's transport sector at the current level and in the future would be impossible,” summarized Dmitry Bakanov. “With the advancement of technology and the introduction of autonomous transport, we are increasingly recognizing the practical effectiveness of the system and the vast opportunities it offers.”
