The conclusion of the document states that the purpose of the Agreement is to formalize the relationships between the parties arising from the parallel operation of energy systems and to define the main conditions for their interaction.
According to the Agreement, the energy system of Russia maintains frequency and voltage within acceptable limits in the unified energy system (UES) of Kazakhstan, compensating for hourly deviations between production and consumption in the UES of Kazakhstan.
Within the framework of the Agreement, the parties take necessary measures to ensure the parallel operation of the UES of Kazakhstan and Russia, including annual coordination of the volumes of electricity planned for transfer from the Russian Federation to the UES of Kazakhstan, as well as determining the purchase and sale prices of electricity both within and beyond the permissible deviation of the actual interstate balance of electricity flows from the planned figures, as per the contracts concluded between JSC "KEGOC" (Republic of Kazakhstan) and PJSC "Inter RAO UES" (Russian Federation).
The document stipulates the purchase of electricity transmitted from Russia to Kazakhstan to cover the planned consumption volume of electricity that is not met by energy-producing organizations in the Republic of Kazakhstan, on a commercial basis.
The Agreement also provides that until the methodology for determining technologically justified average hourly deviations of the balance of power flows at interstate sections from the planned values is agreed upon and approved by the authorized bodies of the Parties, the permissible average hourly deviation of the actual interstate balance of electricity flows from the planned value is set at 150 MW.
“The ratification of the Agreement will ensure the parallel operation of the UES of Kazakhstan and the Russian Federation, expand further mutually beneficial cooperation in the field of electric power, and reduce the deficit of regulating capacities in the UES of Kazakhstan,” the conclusion states.
Previously, Energy Minister Almasadam Satkaliev reported that as a result of lengthy negotiations with Russia, an agreement was reached not to increase the cost of deviations within the permissible range, and updated conditions for the purchase and sale of electricity to compensate for deviations between JSC KEGOC and PJSC "Inter RAO" were established.
