“As soon as we started demanding accountability from pet owners, the process of abandoning dogs and cats began. This trend is supported by statistics. We hoped to address the issue of responsibility through microchipping, but it turned out that this method is ineffective,” the deputy added.
Edil Janbyrshin called for a more comprehensive approach to regulating the responsibilities that pet owners must bear.
