According to the fourth stage of the system, approximately 8 million Kazakhstanis are expected to participate by 2025. This includes employees of private entities, retirees, homemakers, students, and other categories of citizens. Given the capabilities of automated tax control, it is proposed to exempt them from reporting on their assets and liabilities. This initiative will affect more than 90% of individuals in this category.
“At the same time, it is proposed to maintain declaration requirements for individuals with assets outside the Republic of Kazakhstan; those who made purchases exceeding 20,000 MRP (74 million tenge) within a year; and those who received income that is subject to self-taxation. Additionally, citizens will be granted the right to voluntary declaration,” emphasized the minister.
To record the existing assets of individuals, a mechanism will be established to obtain information from all digital databases, including second-tier banks. Relevant legislative amendments have been prepared.
A total of 4.8 million Kazakhstanis are registered in the system. In 2024, 281,000 notifications were sent to citizens who failed to submit declarations or mistakenly indicated the tax period. One-fifth of these have been addressed.
