The delegation from Kazakhstan, led by Deputy Minister of Transport Talgat Lastaev, participated in the ICAO event on air communication negotiations (ICAN-2024), which took place in Malaysia.
ICAN-2024 is one of the most significant events organized by ICAO, aimed at facilitating meetings among member states to expand the legal framework for international flights.
During ICAN-2024, a meeting was held with the President of the ICAO Council, Mr. Salvatore Shakikano, and the Kazakh delegation. Mr. Shakikano praised Kazakhstan's progress in liberalizing the air transport market in the country and confirmed his intention to visit Kazakhstan in 2025.
A meeting was also held with the Deputy Minister of Transport of the Russian Federation, Vladimir Poteshkin, during which an agreement was reached to establish air communication between Kazakhstan and Russia to promote tourism to the space station in Baikonur.
According to the agreements reached, the number of permitted frequencies with four countries (Vietnam, Morocco, Ethiopia, Rwanda) was increased more than fivefold (from 14 to 73 flights per week). Additionally, an "open sky" regime was established with five countries (Singapore, Vietnam, Morocco, Ethiopia, Georgia), including granting carriers the right to utilize the fifth freedom of the air. Furthermore, during the negotiations, rights for flights to the United Kingdom were also secured.
