Third parties will be able to receive mail by entering a PIN code.

“Thanks to digital technologies, the ability for third parties to receive mail is provided with the appropriate PIN code or QR code. This also simplifies the delivery of goods from marketplaces to post offices and homes,” informed Deputy Ekaterina Smyshlyaeva.

She clarified that today, the activities of postal operators are of great importance to the country, which is why the postal sector is undergoing transformation.

“However, currently, services for the delivery of paper letters and periodicals are declining. In this situation, it is important not to lose the logical infrastructure of postal communication and to find optimal development paths,” said Smyshlyaeva.

The deputy explained that the project outlines the procedure for placing and using post offices for receiving parcels, while some unused universal services, such as the sending of postcards or parcels, are excluded.

“The storage period for unclaimed correspondence is being reduced. Outdated norms regarding postal infrastructure are being canceled. Additionally, a number of norms are aimed at developing the postal services market and clarifying the regulator's powers in this area,” concluded Smyshlyaeva.
