“Next year, we plan to put it up for liquidation because it cannot go on indefinitely. The state has already had to finance two waves of investors from the budget. We have faced this issue twice. City residents must understand that this is a contractual relationship between you and the construction company. If you fail to pay, for instance, the state does not make up the difference for you to the construction company. Similarly, if the construction company with which you have a contractual relationship cannot complete the building, the state is not obligated to finish those houses,” said Zhenis Kasymbek.
According to him, every citizen entering into such a contract, starting with shared construction, must be very cautious about this matter.
He added that this involves significant financial resources, but at the same time, some companies are unable to handle this business.
“I do not see any intention to deceive, but often these companies cannot cope with the market situation; the market is changing. However, we understand that force majeure conditions arise. In such cases, we will take other measures, but there will be no direct financing of construction from the budget,” the akim clarified.
The mayor reminded that the second wave of problematic shared construction involved 16,000 families of investors and about 140 unfinished houses. As of today, according to the akimat's information, only 3-4 houses remain.
“Moreover, the investors from these houses either received apartments in other buildings or were relocated. In fact, this problem has been resolved. Just yesterday, we handed over two more problematic buildings — one of which had been under construction for nearly 19 years,” noted Kasymbek.
LLP “Elorda Qurylys Kompaniyasy” aims to complete the construction of problematic facilities and build new residential complexes in accordance with the approved Concept for the Development of Housing and Communal Infrastructure for 2023-2029.
It is worth noting that in October 2024, the court in Astana found the former head of LLP “Elorda Qurylys Kompaniyasy” guilty of receiving a bribe and sentenced him to 10 years in prison. Kadesov Ruslan received a bribe of 170 million tenge through an intermediary from the head of the contracting organization for the advance payment and budget increase for the construction of a multi-apartment residential complex in Astana.
