Over 90 individuals have been penalized for unauthorized dumping across various regions in Kazakhstan.

Of the 4,897 unauthorized dumps identified in 2024, 2,475, or 51%, have been eliminated to date.

“Over the past four years, there has been a trend of decreasing the number of identified unauthorized dumps. From 2020 to 2024, the number of identified dumps has nearly halved—from 8,884 in 2020 to 4,897 in 2024. Of the 4,897 unauthorized dumps identified in 2024, 2,475 (51%) have been eliminated to date,” the Ministry of Ecology and Natural Resources reported.

The ecology departments are working to hold local executive officials accountable for insufficient efforts to eliminate unauthorized dumps.

According to the agency's information, from 2022 to 2024, 439 officials have been held administratively accountable, including akims and their deputies, with a total of 40.3 million tenge in fines.

“In 2024, 93 officials were held accountable for a total of 5.1 million tenge, and 15 cases are currently under review. To strengthen measures against unauthorized dumps, the ministry has developed action plans, under which regular raids are conducted to curb violations,” the Committee for Environmental Regulation and Control of the Ministry of Ecology reported.

The relevant government agency also noted that amendments are planned to be made to the Code of Administrative Offenses, which will increase fines for littering in unauthorized places from 50 MRP (172,500 tenge) to 200 MRP (690,000 tenge), with a doubled fine for repeat offenses.

The Ministry of Ecology and Natural Resources reminded that since 2018, they have been working with the National Company “Garrysh Sapary” to identify and eliminate unauthorized dumps across the country. This initiative is implemented in close cooperation with law enforcement agencies and akimats.
