“Initially, the centralized treasury system was established for effective management of the republican budget. However, over the past 30 years, the list of tasks for treasury bodies has significantly expanded. It now includes functions related to servicing local budget execution, the National Fund, the Compensation Fund for Victims, as well as responsibilities in organizing and conducting centralized state procurement,” the VAP report states.
It is noted that today, more than 15,000 clients are serviced by the territorial treasury bodies.
At the same time, the conducted audit revealed systemic shortcomings in the treasury system regarding the management of budgetary funds and the execution of payments, which diminish its effectiveness.
“The treasury committee, violating the norms of the Budget Code, issued emission securities above the initially planned volume in certain months of 2021-2023. This occurred despite a positive forecast for the balance of funds in the republican budget's control cash account. This has led to potential budget losses exceeding 124 billion tenge,” the VAP reported.
During the meeting, Alikhan Smailov emphasized that treasury bodies should serve as a reliable barrier against unjustified and illegal payments from state institution accounts. However, as the audit results indicate, payment documents for budget construction projects are inadequately controlled.
